THE STATE CIVIL AVIATION AGENCY

About Us

     The State Civil Aviation Agency under the Ministry of Transport, Communications and High Technologies of the Republic of Azerbaijan was established by Presidential Decree №1785 dated 12 January 2018 “On certain measures to improve management in the field of transport, communications and high technologies in Azerbaijan”. The total number of Agency’s personnel is 48. The expenses for maintenance and Agency’s activities are funded from the State budget of the Republic of Azerbaijan.
The Agency’s activity is headed by a director, who may be appointed and dismissed by the President of the Republic of Azerbaijan. At present the director of the State Civil Aviation Agency is Arif Mammadov Ahmad oglu. The director of the Agency has two deputy directors.


The agency consists of the following structural units:
• Aviation security department;
• State registry and certification department;
• International relations department;
• Finance and economic department;
• Legal support section;
• Administrative section;
• Human resources section.


According to Regulations on the State Civil Aviation Agency under the Ministry of Transport, Communications and High Technologies of the Republic of Azerbaijan, approved by the Decree №90 of the President of the Republic of Azerbaijan dated May 22, 2018 the Agency carries out the following main functions:
• makes proposals to the Ministry of Transport, Communications and High Technologies of the Republic of Azerbaijan (hereinafter the Ministry) in connection with the development of state policy in the relevant field and participates in the implementation of the policy established in this field;
• participates in negotiations in connection with international treaties in the relevant field;
• implements state control in the relevant sphere;
• cooperates with the International Civil Aviation Organization and other international organizations in the manner established by the Ministry, participates in their work, as well as interacts with relevant structures of foreign states;
• monitors compliance with national regulations, norms and procedures, international standards and recommended practices in the relevant field;
• makes proposals to the Ministry in connection with the formation of a competitive air transport market;
• submits proposals to the Ministry in connection with the implementation of a unified state policy in the field of ensuring the airworthiness of civil aviation aircraft;
• implements mandatory certification of all civil aviation entities of the Republic of Azerbaijan, including aeronautical engineering and equipment, in accordance with national and international requirements, as well as control over observance by civil aviation entities of the conditions of certificates issued to them;
• investigates air incidents (accidents) with civil aircraft in conjunction with relevant structures; disseminates information among the aviation public with a view to prevent air incidents (crack-up) and accidents;
• develops together with the relevant structures regulations governing the use of airspace, flight rules of civil aviation in the airspace of the Republic of Azerbaijan and other regulatory and legal acts in the relevant field;
• maintains the state register of civil aircraft, of certified aviation personnel, certified aerodromes, heliports and civil aviation entities, registration of civil aircraft, issues relevant certificates and licenses;
• designates the certified airlines of the country and approves their flight routes within the republic and outside the republic on the basis of intergovernmental agreements, issues appropriate permits for the operation of these routes, and issues permits to foreign state aircraft for flights (scheduled flights and charter flights) to the civil aviation airports of the Republic of Azerbaijan;
• carries out inspections of the activities of civil aviation entities of the Republic of Azerbaijan, as well as the apron checks of foreign aircraft operating flights to the airports of the Republic of Azerbaijan, and takes appropriate measures to eliminate the violations identified;
• develops draft international contracts (agreements) related to the relevant sphere, determinates new air links (routes), frequency of flights for international air transport and commercial conditions for their implementation;
• ensures the implementation of international treaties to which the Republic of Azerbaijan has joined;
The State Inspectorate on Civil Aviation Flight Safety was established by Presidential Decree №1223 dated 02 February 2017. The inspection was set up in accordance with requirements of International Civil Aviation Organization (ICAO) (Chapter 5 of Doc 8335/An879) and is subordinated to Agency directly. The establishment of the State Inspectorate has provided highly specialized training, at the same time increasing the number of safety inspectors.
